Based on this, it can be claimed that the “superior idea” of the incubation and innovation center can also be extended to the scientific community; Designing the second generation of the research institute and creating ideas for this generation is, in a larger position, the same as designing the second generation of the scientific community and creating ideas for that generation; The scientific community should have the problem of living and managing the society and to solve it, it should pay attention to social issues, not mental and theoretical issues that have nothing to do with the issues of the Islamic Republic of Iran. The scientific community should move from a “pre-problematic ecosystem” to a “problematic ecosystem”. This transition is possible by building the second generation research institute/scientific community in the form of forming a scientific growth ecosystem and by using the accelerators of that ecosystem. In other words, in order to implement the idea of activating the scientific community in the second generation, it is necessary to be an assistant to the members of the scientific community by adopting a basic strategy. It seems that this assistance will be meaningful in the form of forming an ecosystem of scientific growth.

This ecosystem of scientific growth will be launched and activated in the form of paying attention to the three groups of “scientific community professors”, “governance agents” and “young elites”. In the plan of the center, it is tried to:

One) The circles of the scientific growth ecosystem should be drawn correctly and accurately;

two) Young elites should be employed in the form of accelerators to launch and activate the ecosystem (which is interpreted as academic-policy accelerators);

Three) By applying programs, he started and activated the ecosystem in the scientific community (assignment to the ecosystem); four Ecosystem programs should be designed by playing the role of accelerator for the scientific and governance system and with the aim of achieving knowledge-based science.

We at the incubation and innovation center are going to activate this ecosystem in the form of a detailed plan in relation to each member of the scientific-dominant society in the form of helping him.

This help to the members is done in the form of using accelerators in different fields of the scientific community; People who have the necessary familiarity with the ecosystem and its components and can be of help to the scientific and governance community. In one proposition, it can be said that scientific-political accelerators are supposed to activate this relationship with the environment and, as a result, the evaluation of the scientific-sovereign society and the promotion of outputs for the country.
