Statutes of the Center for Incubation and Innovation of Humanity Studies
Introduction:
With regard to the mission and goals of the Research Institute of Islamic Culture and Ideaology, and with emphasis on the application of Islamic humanities and the spread of the scientific findings of the research institutes, and in line with the creation of a modern Islamic civilization, based on Clause 10, Article 6 of the Institute’s statutes and within the framework of the laws and regulations of the Islamic Republic Iran, Humanities Incubation and Innovation Center of Islamic Culture and Thought Research Institute, which is referred to as “”Incubation Center”” in this statute, is established according to the following articles:
1.Objectives
1-1. Application and commercialization of the research achievements of the research institute and expanding the effectiveness of the activities of the units
its members;
1-2. Proliferation and diversification of research institute products, through the multifaceted processing of products, using diverse and appropriate formats, to meet the needs of system devices, reviewers and helpful audiences;
1-3. Recognizing the priority needs of the Islamic system and society, and creating the basis for solving them by using the capacity of the units and members of the research institute’s academic staff and Islamic humanities researchers;
1-4. Identifying creative ideas and discourse creation in the field of Islamic humanities with practical application in the direction
Advancing the goals and plans of the Islamic system and providing the basis for their growth and realization;
1-5. Helping to realize resistance and knowledge-based economy.”
2. Legal nature
The Incubation center has a legal personality affiliated with the Research Institute of Islamic Culture and Thought and is subject to the approved regulations

It is No. 2 and the residence of the research center will be the residence of the Incubation center.

4. Duties and powers of Incubation center
4-1. Providing advice to the audience of the research institute and communicating with the target institutions in order to commercialize and expand the scientific findings of the research institutes;
4-2. Supporting ideas and plans involving the multiplication and diversification of research institute products;
4-3. Supporting and giving priority to pathology projects in the field of needs of the Islamic Republic of Iran;
4-4. supporting creative ideas and researchers in line with the needs of the system;
4-5. Attracting and accepting units with ideas aligned with the center’s and research institute’s field of activity;
4-6. Providing suitable solutions and programs for the application of research in cooperation with the members and scientific groups of the research institute, and the elites of the related scientific community, and field scientology and feedback on the results of the theoretical products of the research institute;
4-7. pathology and evaluation of activities of units and researchers related to the center;
4-8. Providing the necessary facilities and infrastructure for the development of technological units in the center;
4-9. Creating the necessary grounds for the commercialization of technological services and products in the field of Islamic humanities;
4-10. Helping to meet the needs of governmental, governmental, public and private scientific and executive institutions based on the mission, goals and functions of the research institute and in line with its principles and policies;
4-11. Holding special events and competitions for people with ideas in the field of priority issues of the system, in the scope of the research institute’s goals, functions and plans.

6. Founder
The founder and supervising body of the Incubation center is the Research Institute of Islamic Culture and Thought, and its duties and powers are determined by the head of the research institute based on the provisions of Article 7.
7. Duties and powers of the founder
7-1. Designation and appointment of the chairman and members of the center’s council;
7-2. Approving the statute and organizational structure, and providing staff for the Incubation center in parallel with the development of needs and activities

7-3. providing physical space and necessary infrastructure for the center’s activity;
7-4. Allocation of up to 60 hours of attendance (without deducting from the research obligation) of ten faculty members
The research institute is based on the announced programs of the Incubation center about the members and with the approval of the council of the research institute.
Note: If there is a need for the cooperation of individuals in order to develop programs and activities based on the judgment of the Center Council.

5-7. Proposal to amend or change the statutes to the head of the board of trustees of the research institute;
6-7. The proposal to liquidate the Incubation center headed by the board of trustees of the research institute.
8. Head of the center
The head of the center is appointed by the head of the research institute for a period of 3 years from among the people with scientific and managerial abilities and necessary qualifications. He is the legal representative of the center before real and legal authorities.
9. Duties and powers of the head of the Incubation center
9-1. The proposal of the members of the center’s council to the head of the research institute;
9-2. Proposing and introducing the required staff of the Incubation center (Paragraph 2, Article 7) to the founding organization;
9-3. Managing and directing the affairs of the Incubation center and monitoring the good implementation of all its activities within the framework of the statute.

9-4. Signing financial and administrative documents related to the salary of the Incubation center within the framework of rules and regulations; (Regarding paragraphs 2 and 3

5-9. Signing a contract on behalf of the Incubation center with all natural and legal persons;
6-9. Presenting the Incubation center’s annual performance report to the council of the Incubation center and the directorate of the research institute;
7-9. Assess and monitor the activities of technology units located in the Incubation center to ensure compliance of activities
with the goals foreseen in the approved work plan of the technology units;
8-9. Providing regular and periodic reports on the performance of faculty members collaborating with the Incubation center to the research institute;
9-9. Communicating with natural and legal persons related to the center’s activities in order to provide external support and create the necessary grounds in order to strengthen and develop the center’s programs;
9-10. planning and taking the necessary measures to provide funds and strengthen the financial base and attract facilities for the center;
9-11. Preparing the center’s annual program and budget and submitting it to the research institute for final approval, after approval by the center’s council.
10. Central Council
1-10. The Incubation center council consists of
Legal and real members:
Chairman of the council
Head of the Center (Secretary of the Council)
Deputy of research and educational affairs of the institute
Administrative and financial deputy of the research institute
One of the heads of research institutes
Three members of the faculty of the research institute
Three to five relevant experts who are familiar with the issues and have experience in different scientific sectors of the country
Note: All the non-legal members of the Council are appointed for a period of 2 years by the selection and decision of the head of the founding organization.
10-2. The administration of the Central Council will be based on the internal regulations approved by the Central Council.
11. Duties and powers of the Incubation center council
1-11. Determining the policy and short-term and long-term plans of the center within the framework of the policies and approvals of the board of trustees

11-3. Deciding on recruiting and accepting technology units;
11-4. Reviewing the center’s annual and detailed plan and budget and approving it;
11-5. Reviewing the Incubation center’s annual performance report;
11-6. Examining the report of the head of the Incubation center on the evaluation and monitoring of the activities of established technology units.”
12. Financial-transactional, administrative and organizational regulations of the Incubation center
In terms of financial-transaction regulations and administrative and organizational organization, the center is subject to the financial-transaction regulations and administrative and organizational organization of the research institute and its annexes.”
13. Financial resources
The financial resources of the center are:
1-13. Credits of the research institute;
13-2. Dedicated revenues from activities related to the center’s mission;
13-3. Donations received from governmental and non-governmental natural and legal entities.”
14. Financial year
The financial year of the center corresponds to the financial year of the research institute.
15. Liquidation
1-15. The center is dissolved by the competent authority in the following cases:
15-1-1. at the suggestion of the research institute and the approval of the board of trustees;
15-1-2. In case of violation of the provisions of the statute, approvals and regulations of the Ministry of Science, Research and Technology and
Other current laws and regulations of the country at the discretion of the competent authority;
15-1-3. Loss of conditions or poor performance at the discretion of the competent authority.
15-2. In case of approval for the liquidation of the center, the liquidation board consisting of the legal representative of the research institute and the head of the center will be in charge of the liquidation in the period determined by the competent authority.
15-3. In case of liquidation, the research institute is obliged to:
15-3-1. fulfill all the obligations of the center towards the ministries, government institutions, non-governmental public institutions, banks, municipalities, other natural and legal persons or accept the obligations of the center with the agreement of the right holders;
15-3-2. Submit all privileges and properties that have been provided to the center from public and government resources to the founding organization.
