According to some observations, it seems that the problem of the research institute in a higher position is the problem of the scientific community; Because the basic problem of the research center – that the problem is formed in the position of opinion and solved in the position of opinion – is not unique to him only, but the entire scientific community is facing this problem, and his problems are not connected with the position of the object and society and do not arise from the object; In a way, it does not have the problem of living and managing the society (the problem of the people and the problem of the system). Based on this, it can be claimed that the “superior idea” of the incubation and innovation center can also be extended to the scientific community; Designing the second generation of the research institute and creating ideas for this generation is, in a larger position, the same as designing the second generation of the scientific community and creating ideas for that generation; The scientific community should have the problem of living and managing the society and to solve it, it should pay attention to social issues, not mental and theoretical issues that have nothing to do with the issues of the Islamic Republic of Iran. This ecosystem of scientific growth will be launched and activated in the form of paying attention to the three groups of “scientific community professors”, “governance agents” and “young elites”. In the plan of the center, it is tried to:<\/p>

One) The circles of the scientific growth ecosystem should be drawn correctly and accurately;<\/p>

two) Young elites should be employed in the form of accelerators to launch and activate the ecosystem (which is interpreted as academic-policy accelerators);<\/p>

Three) By applying programs, he started and activated the ecosystem in the scientific community (assignment to the ecosystem); four Ecosystem programs should be designed by playing the role of accelerator for the scientific and governance system and with the aim of achieving knowledge-based science.<\/p>

We at the incubation and innovation center are going to activate this ecosystem in the form of a detailed plan in relation to each member of the scientific-dominant society in the form of helping him.<\/p>

This help to the members is done in the form of using accelerators in different fields of the scientific community; People who have the necessary familiarity with the ecosystem and its components and can be of help to the scientific and governance community.
